لهذا السبب لم يتمكن إلا قلة قليلة من الفارين من صعود الفاشية في أوروبا، وبخاصة في ألمانيا، من الوصول إلى الولايات المتحدة. وثمة وقائع شهيرة، مثل سفينة «إم إس سانت لويس» التي نقلت كثيراً من المهاجرين، معظمهم من اليهود، من أوروبا. فقد وصلت إلى كوبا، وكان ركابها يتوقعون السماح لهم بدخول الولايات المتحدة من هناك. لكن إدارة فرانكلين دي روزفلت رفضت دخولهم، فاضطروا للعودة إلى أوروبا، حيث قضى كثير منهم في معسكرات الاعتقال.
