الطريقة الذكية لإبقاء الناس خاضعين مطيعين هي تحديد نطاق الآراء المقبولة بصرامة، مع السماح بنقاش حيّ داخل هذا النطاق، بل وتشجيع الآراء الناقدة والمعارِضة. هذا يمنح الناس شعوراً بأن هناك تفكيراً حرّاً، بينما تُعزَّز في الوقت نفسه مسلّمات النظام عبر الحدود التي تُفرض على مدى النقاش.
