وهكذا تحتفظ الجماعة دوماً بسلطة عليا تمكّنها من إنقاذ نفسها من مساعي أي أحد ومخططاته، حتى مشرّعيها، متى صاروا من الحمق أو الشر بحيث يُعدّون مكائد ضد حريات الرعية وممتلكاتها وينفذونها.
