الناس جميعًا بطبعهم متساوون في ذلك الحق المتساوي الذي يملكه كل إنسان في حريته الطبيعية، فلا يخضع لإرادة أحدٍ أو سلطته. وإذ هم متساوون ومستقلون، فلا ينبغي لأحد أن يُلحق الأذى بغيره في حياته أو صحته أو حريته أو ممتلكاته.
