النظرية الصحيحة لدستورنا هي بلا شك الأحكم والأفضل: أن تكون الولايات مستقلةً في كل ما يخصّها، ومتّحدةً في كل ما يتعلق بالشؤون الخارجية. فلتُقصَر الحكومة الاتحادية على الشؤون الخارجية وحدها، ولتُفصَل شؤوننا عن شؤون سائر الأمم، إلا في التجارة، التي يُحسن التجار إدارتها كلما تُركوا أحرارًا في تدبير أمرهم بأنفسهم. وعندها يمكن أن تُختزل حكومتنا الاتحادية إلى تنظيم بسيط جدًا وقليل الكلفة، بمهام قليلة واضحة يؤديها قلّة من الموظفين.
