أرى أن لدينا من آلات الحكم أكثر مما يلزم، وكثيرًا من الطفيليات التي تعيش على كدّ المجتهدين. فالحكومة التي تكبر بما يكفي لتوفير كل ما تحتاجه، تكبر بما يكفي لأخذ كل ما تملكه. ويُظهر مسار التاريخ أنه كلما كبرت الحكومة تقلّصت الحرية. وعدوّا الشعب اثنان: المجرمون والحكومة، فلنُكبّل الثانية بقيود الدستور، كي لا تصير النسخة المشروعة من الأولى.
