ولا يمكن الحفاظ على الحرية دون معرفةٍ عامّةٍ بين الشعب، الذي له حقٌّ بمقتضى تكوينه الفطري في المعرفة، فقد منحه خالقه العظيم، الذي لا يفعل شيئاً عبثاً، عقولاً ورغبةً في المعرفة. وفوق ذلك، له حقٌّ لا يقبل الجدل ولا التنازل ولا النقض، حقٌّ إلهيٌّ في أخوف أنواع المعرفة وأكثرها إثارةً للحسد، أعني معرفة سجايا حكّامه وسلوكهم.
