الحكومة المدنية، بقدر ما تُنشأ لحماية الملكية، إنما تُنشأ في حقيقتها لحماية الأغنياء من الفقراء، أو لحماية من يملكون شيئًا من الممتلكات ضد من لا يملكون شيئًا البتة.
