اتسمت فترة بوريس يلتسين بموقف لا يقلّ استهتاراً بأرواح الناس، ولكن بوسائل أخرى. فقد أسرع في خصخصة الملكية، بدلاً من أن تبقى للدولة، فأطلق بيعاً جماعياً بأسعار بخسة لتراث الأمة، بمليارات الدولارات. وسعياً إلى كسب تأييد زعماء الأقاليم، دعا يلتسين صراحةً إلى الانفصال، وأصدر قوانين شجّعت على انهيار الدولة الروسية ومكّنت له. فحرم هذا روسيا من دورها التاريخي الذي عملت من أجله طويلاً، وأنزل مكانتها في المجتمع الدولي.

In his haste to have private rather than state ownership as quickly as possible, Yeltsin started a mass, multi-billion-dollar fire sale of the national patrimony.
