حكومةٌ حكيمةٌ مقتصدة، تمنع الناس من الإضرار بعضهم بعضًا، وتتركهم أحرارًا فيما عدا ذلك في تدبير سعيهم وتطلّعهم إلى النماء، ولا تنتزع من فم العامل الخبزَ الذي كسبه. هذا هو جوهر الحكم الرشيد، وهو ما نحتاجه لإغلاق دائرة سعادتنا.
