بما أنّ الحكومة الصالحة إمبراطوريةُ قوانين، فكيف تُسنّ قوانينُكم؟ في مجتمعٍ كبيرٍ يقطن بلدًا واسعًا، يستحيل أن يجتمع الجميع لصياغة القوانين. فالخطوة الأولى الضرورية إذن هي أن تُفوَّضَ السلطةُ من الكثرة إلى قلّةٍ من أحكمِهم وأخيرِهم.
