إن كرامة الحكومة واستقرارها في جميع فروعها، وأخلاق الشعب، وكلّ نعمة من نعم المجتمع، تعتمد اعتمادًا كبيرًا على إقامة العدل إقامةً نزيهة ماهرة، ولذلك ينبغي أن تكون السلطة القضائية مستقلةً عن السلطتين التشريعية والتنفيذية، ومنفصلةً عنهما، لتكون رقيبًا عليهما، كما ينبغي أن يكون كلٌّ منهما رقيبًا عليها.
