لا توجد مجتمعات أخرى تُلقَّن فيها الطبقات المتعلمة بهذه الفعالية، وتُضبط بهذه الدقة، بواسطة منظومة دعاية خفية، منظومة خاصة تشمل الإعلام، والمجلات الفكرية التي تصنع الرأي، ومشاركة أكثر فئات السكان تعليماً. وينبغي أن يُطلق على هؤلاء اسم "المفوّضين السياسيين"، فتلك هي وظيفتهم الجوهرية: إقامة منظومة من العقائد والمعتقدات تقوّض الفكر المستقل، وتحول دون الفهم السليم والتحليل الدقيق للمؤسسات والقضايا والسياسات الوطنية والعالمية.
