ليس نظام المدارس العامة معنيًّا بتعليم الأطفال السود. لم يكن كذلك قطّ. فمدارس الأحياء الفقيرة في المدن إنما وُجدت للضبط الاجتماعي، وهذا كل شيء. إنها تُدار كحظائر احتجاز، بل هي في حقيقتها سجون مصغّرة. ولا يلتفت المجتمع إلى مسألة تعليم هؤلاء الأطفال إلا حين يبدأ الأطفال السود بالفرار من حظائرهم، ويُزعجون البيض.
