يجب علينا في مجالس الحكم أن نحذر من اكتساب نفوذٍ غير مبرَّر، سواء طُلب أم لم يُطلب، من قِبل المجمّع الصناعي العسكري. فاحتمال صعود السلطة في غير موضعها خطيرًا قائمٌ وسيستمر. ولا يجوز أن نسمح لثقل هذا التحالف بأن يهدد حرياتنا وعملياتنا الديمقراطية. ولا ينبغي أن نأخذ شيئًا كأنه مسلَّمٌ به. فلا يمكن لمواطنين يقظين عارفين أن يُلزما الآلةَ الصناعيةَ والعسكريةَ الضخمةَ للدفاع بالانسجام مع وسائلنا السلمية وأهدافنا، حتى تزدهر الأمن والحرية معًا.
