لا يلوح في الأفق هدفٌ واضح. فقد انفصلت منظمة أسامة بن لادن عنه، وأصبحت على الأرجح مستقلة عنه. وسيظهر آخرون ويعاودون الظهور. لذلك نحتاج إلى حملة أكثر دقة، وأشدّ تحديدًا، وأشدّ صبرًا في بنائها، تتتبّع لا وجود الإرهابيين وحده، بل الجذور التي يمكن تحديدها للإرهاب أيضًا.
