لا شك أن هذه الأنظمة قد تُعدّ، من وجهٍ ما، انتهاكاً للحرية الطبيعية. غير أن تلك المساعي التي تمارسها الحرية الطبيعية لدى أفراد قلائل، والتي قد تُعرّض أمن المجتمع بأسره للخطر، تُقيَّد وينبغي أن تُقيَّد بقوانين كل الحكومات، بل إن أكثرها حرية لا يقلّ عن أشدّها استبداداً في ذلك. فإلزامُ الناس ببناء الجدران الفاصلة بين الدور لمنع انتشار الحريق انتهاكٌ للحرية الطبيعية، من النوع نفسه تماماً الذي تنطوي عليه الأنظمة المقترحة هنا لتنظيم تجارة المصارف.

“Such regulations may, no doubt, be considered as in some respect a violation of natural liberty. But those exertions of the natural liberty of a few individuals, which might endanger the security of the whole society, are, and ought to be, restrained by the laws of all governments; of the most free, as well as or the most despotical.
