المجرم شخص ذو غرائز مفترسة، لا يملك رأس مال كافيًا لتأسيس شركة. أغلب الحكومات تُدار بالأغنياء ولمصلحة الأغنياء. والحكومة تشكّل جزءًا كبيرًا من الظلم المنظّم في أي مجتمع، قديمًا كان أو حديثًا. والحكومة المدنية، بقدر ما تُنشأ لحماية الملكية، إنما تُنشأ في حقيقتها لحماية الأغنياء من الفقراء، ولحماية من يملكون من الذين لا يملكون شيئًا.
