من يرغب في إصلاح حكم دولةٍ ويريد له القبول، عليه أن يُبقي على الأقل على ظاهر الأشكال القديمة، حتى يبدو للناس أنه لم يطرأ أي تغيير على المؤسسات، وإن كانت في الحقيقة مختلفةً عن القديمة تمام الاختلاف. فأغلبية البشر يكتفون بالمظاهر كما لو كانت حقائق.
