للديمقراطية إفراطان يجب تجنّبهما: روح اللامساواة التي تقود إلى الأرستقراطية أو إلى حكم فرد واحد، وروح المساواة المفرطة التي تفضي بها إلى الاستبداد، كما ينتهي استبداد الفرد الواحد بالغلبة.
