ثمة حدٌّ مشروع لتدخّل الرأي الجماعي في استقلال الفرد، ولا غنى عن تحديد هذا الحد والذود عنه ضد التعدي، لحسن أحوال الشؤون الإنسانية، بقدر ما لا غنى عن الحماية من الاستبداد السياسي.
