عند المتوحشين، يُقضى سريعًا على الضعاف في أجسامهم أو عقولهم. أما نحن المتمدّنين، فنبذل أقصى جهدنا لعرقلة هذا الانتقاء الطبيعي. نبني ملاجئ للمعتوهين والمشوّهين والمرضى. وهكذا ينجب الضعفاء في مجتمعاتنا المتمدّنة ذريتهم. ولا يشكّ أحد ممن عُني بتربية الحيوانات الداجنة في أن ذلك ضارّ جدًا بجنس البشر. وقلّما يوجد من هو جاهل إلى الحد الذي يسمح فيه لأسوأ حيواناته بالتكاثر.
