كل إمبراطورية، في خطابها الرسمي، تقول إنها ليست كسواها من الإمبراطويات، وإن ظروفها استثنائية، وإن لها رسالة تنوير وتمدين، وتحقيق النظام والديمقراطية، وإنها لا تلجأ إلى القوة إلا في آخر المطاف. والأشد حزنًا أن ثمة دائمًا جوقة من المثقفين المستعدين لترديد كلمات مُهدِّئة عن إمبراطوريات حميدة أو إيثارية.
