ما ينبغي أن يكون هو جمهورية أوروبا الاتحادية، أي الولايات المتحدة الأوروبية. لم يعد الحكم الذاتي القومي كافياً؛ فالتطور الاقتصادي يقتضي إلغاء الحدود القومية. وإن ظلّت أوروبا منقسمةً إلى مجموعاتٍ قومية، فستستأنف الإمبريالية عملها. ولا تستطيع جمهورية أوروبا الاتحادية وحدها أن تمنح العالم السلام.
