وعلى هذا المنوال، فإن الأمم التي أنهكتها الفوضى وهوت إلى أدنى درجات الضعف، فلا تستطيع النزول أكثر، تنهض بالضرورة؛ فتنتقل من الخير إلى الشر تدريجيًّا، ومن الشر تعود إلى الخير. والعلّة في ذلك أن الشجاعة تُنتج السلم، والسلم يُنتج الراحة، والراحة تُنتج الفوضى، والفوضى تُنتج الخراب؛ فمن الفوضى تنبثق النظام، ومن النظام تنبثق الفضيلة، ومنها المجد وحسن الطالع.
