على الأمير أن يتعلّم من الثعلب والأسد... فعليه أن يكون ثعلبًا ليعرف الفخاخ، وأسدًا ليُرهب الذئاب. فالذين يكتفون بأن يكونوا أسودًا أغبياء. ومن ثمّ فإنّ الحاكم الحصيف لا يستطيع، ولا ينبغي له، أن يفي بوعده متى كان ذلك يضرّ به، وقد زالت الأسباب التي من أجلها قطع وعده.
