إنّ الغاية القصوى للحكومة ليست أن تتسلّط أو تكبح بالخوف، ولا أن تفرض الطاعة، بل أن تحرّر كل إنسان من الخوف ليعيش في أقصى ما يُمكن من الأمان... والحقّ أنّ الغاية الحقيقية للحكومة هي الحرية.
