إنّ جميع الكلمات التي استخدمها جورج بوش علنًا في المراحل الأولى من الأزمة، مثل «مطلوب حيًّا أو ميتًا»، و«حملة صليبية»، وغيرهما، توحي لا بتقدّمٍ منظّم ومدروس نحو تقديم الرجل إلى العدالة وفق المعايير الدولية، بل بشيءٍ أقرب إلى المأساوية الكارثية، بشيءٍ من طبيعة الفعلة الإجرامية ذاتها. وهذا سيزيد الأمور سوءًا، سوءًا بالغًا، لأن للأفعال عواقبها دائمًا.
