كانت الهجمة موجّهة إلى رموز: مركز التجارة العالمي، قلب الرأسمالية الأمريكية، والبنتاغون، مقرّ المؤسسة العسكرية الأمريكية. لكنها لم تكن تهدف إلى أن يُجادَل بشأنها، ولم تكن جزءًا من أي تفاوض، ولم تُقصد منها أي رسالة. لقد تكلّمت عن نفسها، وهذا أمر غير معتاد.
