يبدو أنّ أكثر أسباب التقدم فاعليةً تتمثّل في تعليم جيّد في الصبا، حين يكون العقل قابلًا للتشكّل، وفي معيار عالٍ من التميّز يغرسه أفضل الناس وأقدرهم، ويتجسّد في قوانين الأمة وعاداتها وتقاليدها، وتفرضه الرأي العام.
