ثمّة ضربٌ آخر من العنف، أبطأ لكنه لا يقلّ فتكًا، مدمّرٌ كالرصاصة أو القنبلة في الليل. هو عنف المؤسسات: اللامبالاة والجمود والتداعي البطيء. وهو العنف الذي يصيب الفقراء، ويسمّم العلاقات بين الناس لأن لون بشرتهم مختلف. هو تدميرٌ بطيءٌ للطفل بالجوع، وللمدارس التي لا كتب فيها، وللبيوت التي لا دفء فيها في الشتاء.
