تقوم الديمقراطية على أنّ الحكومة إنما أُنشئت لمصلحة الفرد، وأنها مكلّفة بمسؤولية حماية الفرد وحماية حقوقه وحريته في ممارسة قدراته. والديمقراطية قائمة على الاعتقاد بأنّ للإنسان القدرة الأخلاقية والفكرية، وكذلك الحقّ غير القابل للتصرف، في أن يحكم نفسه بالعقل والعدل.
