كما أن الحاكم ليس له سلطةٌ بقوانينه على فرض أداء أيّ شعائر وطقوس في أيّ كنيسة، فكذلك ليس له سلطةٌ على منع أداء الشعائر والطقوس التي أقرّتها كنيسةٌ ما وارتضتها ومارستها؛ لأنه إن فعل ذلك دمّر الكنيسة نفسها، وغايةُ إنشائها أن يعبد الناس اللهَ بحرّيةٍ على طريقتها الخاصة.
