ثالثًا: لا يجوز للسلطة العليا أن تنتزع من أيّ إنسان شيئًا من ممتلكاته دون موافقته هو؛ ذلك أنّ حفظ الملكية هو غاية الحكومة، وهو الغاية التي من أجلها يدخل الناس في المجتمع، ولذا فهو يفترض ويقتضي أن يكون للشعب ملكية، وإلا لوجب أن نفترض أنهم يخسرون بدخولهم المجتمع ما كانوا قد دخلوه من أجله، وهذه سخافة فادحة لا يقبلها أحد.
