لكي نفهم السلطة السياسية فهمًا صحيحًا ونردّها إلى أصلها، يجب أن ننظر في الحال التي يكون عليها جميع البشر بطبيعتهم، وهي حالُ حرّيةٍ تامة، يتصرفون فيها بأفعالهم، ويتصرفون في أملاكهم وأشخاصهم كما يرون، ضمن حدود قانون الطبيعة، دون استئذان أحد أو الاعتماد على إرادة أحدٍ غيرهم.
