[ث]ستتحول الديمقراطية سريعاً إلى فوضى، فوضى تجعل كلَّ امرئ يفعل ما يراه صواباً في عينيه، فلا يأمن أحدٌ على حياته أو ماله أو سمعته أو حريته، ثم تتشكّل هذه الفوضى سريعاً في نظامٍ يُخضع كلَّ الفضائل الخلقية والقدرات الفكرية، وكلَّ قوى الثروة والجمال والظرف والعلم، لشهوات الطاغية العابثة وإرادته المتقلبة وقسوته المقيتة، لواحدٍ أو لقلةٍ قليلة.
