كلّما ازداد تبيروقراط الحياة العامة، ازداد جذب العنف. ففي البيروقراطية المكتملة لا يبقى أحد يُحاوَر، ولا أحد تُرفع إليه المظالم، ولا أحد تُمارَس عليه ضغوط السلطة. البيروقراطية شكلٌ من الحكم تُسلب فيه الجميع الحرية السياسية وقدرةُ الفعل؛ فحكم «لا أحد» ليس انعدام الحكم، بل هو استبداد بلا مستبدّ، حيث يتساوى الجميع في العجز.
