سيأتي يومٌ يجلس فيه على كرسيي هذا رجلٌ لم يتربَّ في الخدمة العسكرية، ولن يكون لديه إلا القليل من الفهم لمواضع التخفيض في تقديراتها التي يمكن أن تتم دون ضررٍ يُذكر أو بلا ضرر البتة. فإن حدث ذلك والتوتر القائم في العالم على حاله، فإني أرتعد لمجرد التفكير فيما قد يحدث في هذا البلد.
