الخطوة الأولى في أي حركة فاشية هي أن يجتمع، تحت قيادة زعيم نشيط، عددٌ من الرجال يملكون فوق المعدل المألوف من فراغ الوقت والوحشية والغباء. أما الخطوة التالية فهي أن يُبهَر الحمقى ويُكمَّم أفواه العقلاء، بالإثارة العاطفية من جهة، وبالإرهاب من جهة أخرى.
