السمة الأبرز للحكومات الحديثة أنّنا لا نعرف من يحكم، لا في الواقع ولا في القانون. نرى السياسيّ، لا من يدعمه؛ وأقلّ من ذلك من يدعم داعميه؛ أو، وهذا هو الأهمّ على الإطلاق، المصرفيّ الذي يمول داعميه.
