تبدأ كل دولة بالإكراه، لكنّ عادات الطاعة تصير مضمون الضمير، وسرعان ما يرتجف كل مواطن فخرًا بالعلم وولاءً له. والمواطن محقّ؛ فمهما كانت بداية الدولة، فإنها سرعان ما تصبح دعامةً لا غنى عنها للنظام.
