وفي هذا السياق، لا بد أن يكون الإجماع الاجتماعي، والمؤسسات التي تجسّده، فاعلَين، حتى لا يُساء استخدام التحوّل الديمقراطي أداةً مؤقتة لإقامة نظام معادٍ للديمقراطية.
