تعلّم الناسُ بمرارة التجربة أن «الاتحاد الأخوي الأوروبي للشعوب» لا يتحقق بالعبارات المنمّقة والأمنيات الورعة، بل بثوراتٍ عميقة وصراعاتٍ دامية. وتعلّموا أن المسألة ليست اتحادًا أخويًا لجميع شعوب أوروبا تحت راية جمهورية واحدة، بل تحالفُ الشعوب الثورية في وجه الشعوب المضادة للثورة؛ تحالفٌ لا يقوم على الورق، بل في ساحة المعركة وحدها.
