إذا رأى الشعب أنّ توزيع السلطات الدستورية أو تعديلها معيبٌ في أمرٍ ما، فليُصحَّح بتعديلٍ يُجرى بالطريقة التي يحدّدها الدستور. أمّا التغيير بالاغتصاب فلا؛ فإنّه، وإن كان أداةً للخير في حالةٍ واحدة، هو السلاح المعتاد الذي تُدمَّر به الحكومات الحرّة.
