إنما للقانون وحده يَدين الناس بالعدل والحرية. وهو الأداة النافعة لإرادة الجميع، التي تُقيم في الحقوق المدنية المساواةَ الطبيعيةَ بين البشر. وهو الصوتُ السماويّ الذي يُملي على كلّ مواطنٍ أصولَ العقل العام، ويعلّمه أن يتصرّف وفق قواعد حكمه الخاص، لا أن يسلك سلوكاً يناقض ذاته. وبهذا الصوت وحده ينبغي أن يتكلّم القادةُ السياسيّون حين يأمرون.
