لا يكون السلام ممكنًا إلا حين يبادر أحد الطرفين المتحاربين بالخطوة الأولى، والمبادرة المحفوفة بالمخاطر، وتحمّل مجازفة فتح باب الحوار، فيقدم على الإيماءة التي تفضي لا إلى هدنة فحسب، بل إلى سلام.
