على كلّ حال، كثرةُ العقوبات علامةٌ على ضعفِ الحكومة أو تراخيها. ما من إنسانٍ سيّئٍ إلى حدّ لا يصلح معه لشيء. ولا ينبغي أن يُقتَل إنسانٌ، ولو عبرةً للآخرين، ما دام يمكن تركُه حياً دون خطرٍ على المجتمع.
