لكي نكتشف قواعد المجتمع الأنسب للأمم، لا بدّ من وجود ذكاءٍ أعلى، يدرك أهواء البشر دون أن يشعر بشيء منها، ولا تربطه بطبيعتنا صلة، لكنه يعرفها تمام المعرفة، وسعادته مستقلة عن سعادتنا، ومع ذلك يجعل سعادتنا همّه، ويرضى أن ينتظر في تمام الزمن مجدًا بعيدًا، ويكدح في عصرٍ كي يتمتع بثماره عصرٌ آخر. الآلهةُ وحدها يحتاجها البشر لتضع لهم القوانين.
