في الولايات المتحدة عيّن البيت الأبيض لجنتين مستقلتين اطّلعتا اطلاعاً كاملاً على المعلومات السرية طوال العشر سنوات التي قام فيها هذا النظام الشامل في البلاد، فوجدتا أنه رغم اعتراض المكالمات، أي كل فرد في البلاد، لم يُحبط هجوماً إرهابياً واحداً. فالسؤال إذن: لماذا يتبع هؤلاء المسؤولون هذه السياسات، إن كانوا يعلمون أنها لا تنفع، ولا تمنع الإرهاب؟
