الفضيلة العظمى للبيروقراطية، بل ربما سمتها المميزة، أنها أسلوبٌ مؤسسيّ لتطبيق القواعد العامة على الحالات الخاصة، فتجعل تصرفات الحكومة عادلةً ويمكن التنبؤ بها.
